Yes. Black Guile exists. It's very sad. Most of the programming is crap, such as 236HK, which if you are standing right next to the opponent, seems to pass right through them. Look at screenshot number 2 for an example of this. His animation is also very choppy, and his edited sprites look like super shit.
Look at screenshot 1 above. I don't know what Black Guile is doing with little Roll, but it sure isn't legal in at least 40 states.
He's not horrible, but he's not good. Not even mediocre. Download him to laugh at his crappily edited graphics.
